Kaycee Nail joined Shaw Bransford & Roth, P.C. in 2025 as the Manager of Government & Public Affairs to head the firm's government and public affairs practice. She provides strategic consulting, legislative representation, organizational advocacy, and public affairs services — including media strategy and spokesperson support — to national organizations, businesses, and nonprofits. Her work centers on strengthening the voice of federal, state, and local public service organizations.

Kaycee Nail Experience


At the federal level, Ms. Nail represents associations of federal managers and law enforcement employees, as well as clients in public safety, child and family welfare, and domestic violence prevention. She has led national efforts on issues such as 9-1-1 modernization, foster care, and stabilization of funding for victims of crime. Her work extends beyond Congress to include engagement with federal Departments and executive branch agencies, ensuring that client interests are represented in both legislative and regulatory arenas.

 

She founded the federal branch of a Missouri-based government affairs firm, establishing its Washington, D.C. presence and leading congressional engagement and appropriations strategies for clients nationwide. She continues to support the Missouri firm’s clients in federal advocacy as a consulting partner.

 

Ms. Nail worked for 10 years in the Missouri General Assembly, where she advanced policy and appropriations on issues spanning public safety, child welfare, county employees, healthcare, and education. During that time, she also built extensive experience in association management, serving Missouri, national, and international clients.

Portfolio

Congressional Advocacy: Leading congressional engagement and appropriations strategies, including Community Project Funding requests; drafting testimony and preparing clients for hearings; and building bipartisan relationships with Members of Congress, committees, and staff.


Executive Branch Representation: Coordinating with federal Departments and executive branch agencies to shape regulatory and policy outcomes.


Policy Development: Drafting and advancing state and federal legislation; authoring policy proposals, white papers, and research-based strategy documents.


Strategic Communications: Serving as a spokesperson for client organizations; providing earned media placements, op-eds, and interview preparation to advance public affairs goals.


Multi-State and National Advocacy: Coordinating lobbying networks and coalitions across states and nationally, uniting diverse stakeholders around shared policy goals.


Consulting Services: Guiding strategic planning, governance, and budget strategy for nonprofit professional associations; advising on appropriations, regulatory navigation, and long-term organizational positioning.


Legislative Tracking: Monitoring congressional and state legislation, developing updates, and creating messaging for stakeholders and clients.


Association Management: Overseeing budget management, staff mentorship, and board development; managing operations including budgets, internal policies, committees, membership, and events.

 


Ms. Nail’s career also includes professional experience with an international NGO and several years designing and leading youth development programs at the University of Missouri’s 4-H Center for Youth Development. Her program innovations and grant work expanded services to homeless youth and improved educational outcomes for at-risk students.

Recognition

Ms. Nail has been widely recognized for her leadership and impact. She is a two-time recipient of the 911 Telecommunicators’ Presidential Leadership Award, was named to The Missouri Times “30 Under 30: Leaders of Tomorrow” and its 100 List of Top Navigators, and has received multiple awards for program excellence and innovation from the University of Missouri. She has also served on national panels to share advocacy strategies and best practices, further establishing her as a trusted voice on effective public affairs leadership.
