Excerpt: Federal arbitrators have issued a ruling that could have lasting effects on how agencies use the federal career internship program. The Merit Systems Protection Board has decided that a disabled veteran can legally challenge the program. Alvern Weed, a veteran, said the Social Security Administration passed him up for a job because of interns who applied for the same position.
