Excerpt: Illinois Senator Dick Durbin has opened the door to new questions about ethics among government workers. Durbin is facing allegations of insider trading for actions he took after a closed-door meeting on the bailout bill last year. A day after that meeting, Durbin sold more than $40,000 worth of mutual funds and bought nearly $50,000 in Berkshire Hathaway. The Senator, though, denies doing anything wrong. But when can someone on federal payrolls use the information they learn on-the-job for their personal benefit?
